Background
The Regional Transportation District (RTD) is seeking a firm to provide Security Officer Services across its expansive service area, which covers eight counties and nearly 2,400 square miles. The goal of this contract is to ensure the safety and security of RTD's transit services, including bus stops, rail stations, and commuter rail lines. The RTD Transit Police Division will dictate the locations, assignments, and hours of service coverage based on operational needs.
Work Details
The Contractor will provide security officers who will perform various functions including:
- Conducting random security deployments at bus stops and on-board buses to deter fare evasion and crime.
- Providing critical infrastructure security at facilities, bus stations, rail stations, and commuter rail stations.
- Enforcing fare policies and conducting patrol services during sporting and regional events.
- Serving as the federally required 'second crewmember' on all revenue service trains terminal to terminal.
- Covering spare trains pulled into service when a revenue service train is taken out due to issues for the A, B, and G commuter rail lines operated by Denver Transit Partners/Denver Transit Operators (DTP/DTO).
- Furnishing all necessary labor, equipment, materials, and incidentals to support the RTD Security Model as outlined in the Scope of Work.
Period of Performance
The contract performance shall commence upon the Effective Date or upon receiving a Notice to Proceed from RTD. The initial term is for three years with potential options for three additional one-year extensions.
Place of Performance
Services will be performed throughout RTD's service area across eight counties in Colorado.
Bidder Requirements
Proposers are encouraged to pursue subcontracting opportunities with Small Business Enterprises (SBEs), but no specific SBE participation goal has been set. Proposers must demonstrate their commitment to diversity in their proposals. Additionally, they must comply with background investigation requirements for all employees assigned under this contract.
