Request for Proposals: Household Hazardous Waste Cleanup Event for April 25th and 26th of 2025

Background
Gunnison County is seeking a qualified, experienced, and creative firm to provide collection, transportation, and disposal services for a county-wide household hazardous waste collection event scheduled for April 25th and 26th of 2025. The county has a long history of organizing hazardous waste cleanup days to minimize household hazardous waste in the community and prevent it from entering landfills.

The last cleanup occurred in 2023, and this upcoming event aims to provide a low-cost disposal option for residents while ensuring environmentally sound waste management.

Work Details
The successful contractor will be responsible for the following tasks during the two-day drive-through Household Hazardous Waste (HHW) Collection Event:

1. Screening and identification of wastes: Volunteers will assist with initial eligibility screening of products being dropped off. The contractor will then screen incoming vehicles for acceptable wastes, with a final list negotiated with the county.

2. Bulking and packaging wastes.

3. Labeling wastes and placarding vehicles for transport.

4. Transporting wastes for treatment or disposal: All wastes must be removed from the site within one week.

5. Documentation: The contractor must provide container content records, manifests at the time of collection, shipping papers before waste leaves the event site, exception reports if necessary, and any additional tracking documents requested by the county.

6. Pre-event planning and post-event evaluation: A project manager must be assigned to coordinate with county officials on site plans, roles, responsibilities, health and safety plans, and training sessions for volunteers.

Period of Performance
The contract will cover the period leading up to and including the two-day event on April 25th and 26th of 2025. Delivery of needed supplies is expected during the week prior to the event, with waste pickup occurring during the following business week.
