Background
The Colorado Department of Personnel and Administration (DPA) is seeking information to develop a potential future solicitation for Utility Billing Software.

The Office of Sustainability within DPA aims to lead by example in environmentally sustainable government operations, reducing pollution and saving taxpayer money. Currently, the State uses EnergyCAP for utility management but is interested in software that can automate data gathering from utility vendors and flag potential issues.

Work Details
The project requires utility billing software capable of automatically capturing utility data from multiple vendors and uploading it into an energy tracking system.

The software should facilitate automated bill entry, streamline data gathering, create dashboards for tracking metrics over time (such as greenhouse gas emissions and water use), run reports on costs and sustainability metrics, and track missing utility bills. Additionally, it should incorporate meters/submeters of facilities without a limit on the number of meters.

This RFI is for informational purposes only and does not specify a period of performance as no contract will result from this RFI.

Place of Performance
The services will be performed within the State of Colorado.

Bidder Requirements
Vendors are encouraged to provide background information on their organization and experience relevant to utility billing software. There are no specific set-aside certifications or requirements mentioned in this RFI.
