The Colorado Department of Corrections is issuing this Invitation for Bids (IFB) for the procurement of All Purpose Flour and Whole Wheat Flour. The goal of this contract is to supply these products to various correctional facilities across Colorado, ensuring compliance with state standards and regulations.
Work Details
The awarded contractor will provide All Purpose Flour and Whole Wheat Flour to six warehouse locations across Colorado on an as-needed basis. Specific requirements include:
- **All Purpose Flour**: Enriched, Bleached, H&R Grade, with approximately 10.5 – 11.5% protein, packaged in 50 lb. multi-walled Kraft bags or equivalent quality.
- **Whole Wheat Flour**: H&R Grade, baking quality, stone ground, unbleached, also in 50 lb. multi-walled Kraft paper bags or equivalent quality.
- All products must be date coded and meet USDA standards for the requested grades and be processed according to federal regulations.
- The flour must be fortified with vitamins and minerals including vitamin A, B1-B13, D3, iron, and zinc. Vitamin A content should exceed 1662 IU per pound; iron content should exceed 18.2 mg per pound.
- Products must be free from rancid or undesirable flavors and odors.
- Processing and packaging must occur no more than 60 days prior to delivery with a minimum shelf life of 6 months (180 days).
- Vendors must provide brand names and item numbers for each proposed commodity.
Period of Performance
The anticipated contract term is from March 27th, 2026 to March 26th, 2027, with an option to renew for additional terms at the discretion of the State.
Place of Performance
Deliveries will be made to six specific warehouse locations in Colorado:
- Arkansas Valley Correctional Facility (Ordway)
- Buena Vista Correctional Center (Buena Vista)
- Canon City Central Warehouse (Canon City)
- Denver Women’s Correctional Facility (Denver)
- Limon Correctional Facility (Limon)
- Sterling Correctional Facility (Sterling).

Offerors are required to submit a Federal Employer Identification Number (FEIN) via W-9 prior to award. Additionally, all products must meet specified nutritional standards and certifications including Kosher certification if applicable. Offerors must comply with accessibility requirements as established by state law.
