Background
The State of California, Department of General Services, Procurement Division (DGS-PD) is issuing this Invitation for Bid (IFB) to establish a mandatory statewide contract for Envelopes. This contract will be utilized by the Department of General Services, Office of State Publishing (OSP) and aims to ensure the availability of envelopes for high-speed mail inserting and mechanical sorting. Work Details
The contractor will provide various types and classes of envelopes as specified in the technical specifications. The envelopes must meet or exceed the following requirements:
1. Types:
- Style P: Plain envelope (one-piece construction)
- Style W: Window envelope (two-piece construction)
2. Classes:
- Class 1: Commercial and official envelopes suitable for automatic addressing, inserting, and sealing.
- Class 2: Open side booklet envelopes suitable for automatic addressing, inserting, and sealing.
- Class 3: Open-end catalog envelopes suitable for mailing bulky inserts.
3. Environmental Standards:
All envelopes must contain a minimum of 30% post-consumer recycled content and comply with sustainability certifications such as FSC or SFI.
4. Packaging Requirements:
Envelopes must be packaged in specified quantities per shipping carton, with detailed packaging instructions provided in the solicitation.
Period of Performance
The contract will be effective for a period of two years from the date of award, with three optional one-year extensions available upon mutual agreement.
Place of Performance
Deliveries will be made to locations specified on individual purchase orders issued by the Department of General Services, Office of State Publishing (OSP).
Bidder Requirements
Bidders must comply with specific requirements including but not limited to:
- Submission of a completed Ecolabels Certification Form.
- Certification that products meet environmental standards.
- Provision of mockup samples upon request.
