RFP-SFBCP-2402_The Bay Adapt Shoreline Leadership Academy Manager and Educational Consultant

Background
The San Francisco Bay Conservation and Development Commission (BCDC) is issuing this Request for Proposal (RFP) to engage a contractor for the Bay Adapt Shoreline Leadership Academy Manager and Educational Consultant.

The purpose of this initiative is to build community capacity by providing training and skill development to residents from economically disadvantaged communities around San Francisco Bay. This will enable them to engage in sea level rise adaptation planning. The program aims to create cohorts of next-generation shoreline experts from historically underrepresented communities who can advise local jurisdictions on sea level rise planning.

Work Details
The contractor will serve as the Academy Manager and Educational Consultant, responsible for administering funds, assisting with curriculum development, and managing subawards with local Community Based Organizations (CBOs).

Key tasks include:
1. Payment Management:
a) Provide contracts and payments to four curriculum consultants at approximately $10,000 each for curriculum development.
b) Pay stipends of $1,800 each to 20 participants per cohort.
c) Manage payments to 10-20 trainers at $10,000 per cohort.
2. Additional Payments: Administer payments for food, supplies, and transportation as needed.
3. Curriculum Development: Consult on curriculum tailored to sea level rise adaptation, deliver at least two trainings per cohort, create educational materials approved by BCDC, and develop science exhibits for training sessions.
4. Project Management: Participate in monthly coordination meetings with BCDC project manager to discuss logistics and curriculum development.

Period of Performance
The contract will commence upon award and is expected to run until March 31, 2026. The two Shoreline Leadership Academies will be conducted in San Francisco from January-May 2025 and in Contra Costa County in Spring 2025.

Place of Performance
The services will be performed primarily in San Francisco and Contra Costa County, California.
