RFP 23NC1123 California Shared Renewables Portfolio Evaluation

Background
The California Public Utilities Commission (CPUC) is issuing this Request for Proposal (RFP) to conduct an independent evaluation of the California Shared Renewables Portfolio Programs. The CPUC's mission is to ensure that California's utility services are safe, reliable, and environmentally sustainable. This RFP aims to evaluate the effectiveness of the modified Green Tariff Program and the new Community Renewable Energy Program, established under Decision (D).24-05-065. These programs aim to expand access to renewable energy for low-income customers and disadvantaged communities while capturing state and federal funding opportunities.

Work Details
The contractor will be responsible for conducting an impact evaluation of the California Shared Renewables Portfolio, which includes:

1. Developing program logic models for both the modified Green Tariff and Community Renewable Energy Program.
2. Documenting comprehensive program metrics.
3. Assessing progress towards program goals and determining cost-effectiveness.
4. Establishing data collection protocols for future evaluations.
5. Evaluating data to provide conclusions and recommendations.
6. Understanding tax implications from the Inflation Reduction Act and documenting their use by participants.
7. Evaluating program administration effectiveness.

Additionally, the contractor will document geographic coverage, customer eligibility, costs, capacity procured, bill reduction outcomes, environmental benefits, and provide recommendations for future program improvements based on analysis of pending commitments and projected demands.

Period of Performance
The contract will be executed over a period of three years, with services provided during normal business hours from 8:00 AM PST to 5:00 PM PST, Monday through Friday.

Place of Performance
The evaluation services will be performed at the Contractor’s office and other locations as necessary across California.
