Background
The County of Sacramento owns and operates four airports, including Sacramento International Airport (SMF), through the Department of Airports. This Request for Proposals (RFP) aims to solicit proposals from qualified service providers for Airport Financial Consulting services to support the Department's financial management, compliance with regulations, and optimization of revenue streams while advancing long-term capital and operational objectives.
Work Details
The selected consultant(s) will provide comprehensive financial, strategic, and operational advisory services, including:
1. Financial and Risk Management: Independent financial analyses, development of financial models, ensuring compliance with regulations.
2. Capital Planning and Strategic Support: Advising on capital plans and strategic initiatives.
3. Bond Feasibility and Financing: Preparing certifications for bond issuance and collaborating on rates documentation.
4. Rental Car Concession Program Development: Strategic planning for rental car concessions and supporting development of agreements.
5. Stakeholder Communication: Preparing presentations and facilitating communication with stakeholders.
6. General Financial Support: Providing additional advisory services as needed.
Period of Performance
The contract will commence upon award in July 2026 for an initial term of three years, ending June 30, 2029, with two optional one-year extensions available.
Place of Performance
Services will be performed at Sacramento International Airport (SMF), Mather Airport (MHR), and Sacramento Executive Airport (SAC).
Bidder Requirements
Proposers must be registered with the California Secretary of State, have a minimum of five years of airport financial management consulting experience, have provided services to at least three commercial airports since January 2021, and maintain necessary insurance policies.
