Replace CAISO Remote Intelligent Gateway (RIG) and CAISO Meters

Background
Pasadena Water & Power (PWP) is undertaking a project to replace the Remote Intelligent Gateway (RIG) and existing CAISO meters at the Glenarm Dispatching Station and TM Goodrich Receiving Station in Pasadena, California. The goal of this contract is to enhance the efficiency and reliability of power supply operations by updating outdated metering equipment.

Work Details
The scope of work includes:
- Replacing ten (10) existing meters at the Glenarm Dispatch Center;
- Adding two (2) new meters to support the Glenarm Battery Energy Storage System (BESS);
- Replacing three (3) existing meters at the TM Goodrich Receiving Station.

PWP will provide all new revenue meters. The contractor is responsible for installation, inspection, testing, commissioning, and certification of a total of fifteen (15) meters. Thirteen (13) new meters will be installed in existing meter sockets and cabinets, while two (2) BESS meters will require new sockets. The contractor must load PWP-provided meter programs into the meters, perform testing, calibration, installation, and certification work, and submit completed Meter and Site Verification forms to PWP.

Period of Performance
The contract work is expected to commence upon award and must be completed by June 8, 2026.

Place of Performance
The work will be performed at the Glenarm Dispatching Station and TM Goodrich Receiving Station located in Pasadena, California.

Bidder Requirements
Bidders must possess a C10 Electrical Contractors License from the State of California. An electronic bid bond of five percent (5%) of the total bid price is required. Bidders must also comply with local business licensing requirements if performing services within Pasadena.
