Background
The City of Palm Desert is a charter city located in California, serving a community of approximately 50,000 full-time residents and 32,000 seasonal residents. The City aims to maintain and enhance the welfare of its residents through various services, including the maintenance of signage across its parks and city-owned facilities. This Request for Proposal (RFP) seeks qualified firms to provide On-Call Sign Design, Maintenance, and Installation Services for a term of three years with two optional one-year extensions.
Work Details
The selected contractor will provide comprehensive signage services including:
- Design and production of new signage
- Installation of new and replacement signs
- On-call inspection and maintenance
- Repairs, refurbishments, and removals as needed
- Compliance with applicable codes, accessibility standards, and City brand guidelines.
Specific tasks include:
1. Sign Design: Develop creative designs for various sign types such as building identification signs, wayfinding signage, interior office signs, vehicle graphics, temporary event signs, and banners. Ensure compliance with local ordinances and accessibility standards.
2. Fabrication: Use high-quality materials for sign fabrication with warranties provided.
3. Installation: Conduct site assessments before installation; ensure safe installation by qualified personnel; restore surrounding areas post-installation.
4. Maintenance and Repair: Provide scheduled maintenance services including cleaning, lighting replacement, structural inspection, emergency response for damaged signs within 24 hours.
5. Removal and Disposal: Safely remove obsolete or damaged signs while ensuring responsible disposal.
Period of Performance
The contract will be performed from March 1, 2026 to June 30, 2029, with the option for two additional one-year extensions.
Place of Performance
Services will be performed throughout the City of Palm Desert at various locations including parks and city-owned facilities.
Bidder Requirements
Bidders must be licensed contractors in California with classifications C-45 (Sign Contractor) and C-61/D-42 (Limited Specialty). They must also be registered with the California Department of Industrial Relations (DIR) to perform public work. Proposals must demonstrate experience in similar projects and include references.
