Background
The County of San Mateo, located on the San Francisco Peninsula, serves approximately 750,000 residents across 20 incorporated cities. The County is committed to enhancing the health, safety, welfare, and natural resources of its community. The San Mateo County Parks Department serves nearly three million visitors annually through a diverse park system that includes 24 parks and recreation areas. The Department operates various facilities that require reliable HVAC systems to maintain safe and functional indoor environments. To ensure uninterrupted operations and protect public health and safety, the Department seeks dependable on-call HVAC maintenance and repair services.
Work Details
The selected contractor will provide comprehensive HVAC support and maintenance services for various Parks Department facilities, including:
A. Preventive Maintenance:
- Regular inspections and maintenance of HVAC systems per manufacturer recommendations.
- Replacement of filters, belts, and other consumable parts as needed.
- Lubrication of moving parts for smooth operation.
- Calibration of thermostats and control systems.
- Inspection and cleaning of coils, condensers, and evaporators.
- Testing electrical components and connections.
- Ensuring proper refrigerant levels and checking for leaks.
B. Emergency Repair Services:
- 24/7 emergency repair services for HVAC system failures or malfunctions with a response time within 2 hours.
C. System Upgrades and Replacements:
- Assessment of existing HVAC systems with recommendations for upgrades or replacements as needed.
D. Energy Efficiency:
- Conducting energy audits to identify efficiency improvements.
E. Compliance:
- Ensuring all work complies with local, state, federal regulations including California Mechanical Code (CMC), California Energy Code (Title 24), ASHRAE Standards, OSHA Regulations.
Period of Performance
The contract will have a term of three (3) years from the date of execution.
Place of Performance
Services will be performed at various locations throughout San Mateo County's parks facilities.
Bidder Requirements
Proposers must have at least four (4) years of experience providing similar services within the last seven (7) years; an account manager with a minimum of two (2) years experience in account services; must not be excluded from the System for Award Management (SAM); must comply with local business ordinances if applicable; must provide proof of required insurance coverage.
