Background
The William S. Hart Union High School District is implementing a prequalification process for all general contractors and mechanical, electrical, and plumbing (M/E/P) subcontractors who wish to bid on public works projects valued at $1 million or more. This requirement is in accordance with California Assembly Bill (AB) 1565, effective January 1, 2014, and amended by AB1433 on June 10, 2024. The goal of this contract is to ensure that only qualified contractors participate in bidding for projects funded by State Facility Bond funds or State General Funds.
Work Details
Contractors must complete a prequalification questionnaire and submit various documents including proof of current bonding capacity, notarized statements from surety insurers, and the most recent reviewed or audited financial statements. The prequalification application will be evaluated based on objective criteria set forth by the District. Contractors must also provide evidence of their licensing status and insurance coverage as required by law. Prequalification approval will remain valid for one calendar year from the date of notification.
Period of Performance
Prequalification applications can be submitted quarterly: January 1-10, April 1-10, July 1-10, and October 1-10 each year. Contractors must submit their applications at least ten business days prior to the bid opening date for any public project requiring prequalification.
Place of Performance
The contract will be performed within the jurisdiction of the William S. Hart Union High School District located in Santa Clarita, California.
Bidder Requirements
Contractors must hold valid California Contractor’s licenses appropriate for the work they intend to perform (C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and C-46). They must also be registered with the California Department of Industrial Relations as public works contractors. Additional requirements include maintaining liability insurance with specified limits and providing evidence of workers' compensation insurance.
