JOC - HVAC / Plumbing (C-20 & C-36 license)

The County is seeking bids for Job Order Contracts (JOC) focused on small to medium-sized repair and rehabilitation work, ADA compliance projects, tenant improvements, and replacement-in-kind projects related to HVAC and plumbing systems. The work will include, but is not limited to:

• Repair and rehabilitation of existing HVAC and plumbing infrastructure
• Projects to ensure ADA compliance
• Tenant improvements involving HVAC and plumbing modifications
• Replacement of HVAC and plumbing components with like-for-like systems

The County is the entity requesting these services.

This solicitation is for the award of one or more Job Order Contracts for warm-air heating, ventilating, air-conditioning, and plumbing contractor services. Each contract will have a Maximum Contract Value of four million dollars ($4,000,000), with the possibility of increasing up to the state maximum allowable under California Public Contract Code (PCC) Section 20128.5. The current annual maximum, adjusted for CPI, is six million four hundred two thousand six hundred six dollars ($6,402,606.00). Each contract will also have a Potential Minimum Contract Value of $25,000, representing the minimum amount of work the contractor may be assigned.

The Job Order Contract is an indefinite quantity construction contract that allows the contractor to perform a series of individual projects at various locations and facilities under the County's jurisdiction. JOC is primarily used for small to medium-sized repair, remodeling, or repetitive work, all performed according to preset Unit Prices.

Contract requirements include the use of a Construction Task Catalog containing Prepriced Tasks for construction work, each with preset Unit Prices based on local labor, material, and equipment costs. These prices reflect the direct cost of construction. Bidders are required to submit Adjustment Factors that will be applied to the Unit Prices and to any Non-Prepriced scope of work. The same Adjustment Factors will apply to every Prepriced Task.
