Janitorial Services, San Diego County

Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Bid (IFB) #11A4394 for janitorial services in San Diego County. The purpose of this contract is to ensure a clean and sanitary work environment at various maintenance facilities and a toll plaza, supporting Caltrans' mission to provide a safe and efficient transportation system.

Work Details
The contractor will provide all labor, tools, materials, janitorial cleaning supplies, consumables, restroom and kitchen paper supplies, light bulbs, fluorescent tubes, and equipment necessary for janitorial services at the following locations:

1. Carlsbad Maintenance Station - 156 hours/week
2. Escondido Maintenance Station - 156 hours/week
3. Chula Vista Maintenance Station - 156 hours/week
4. Otay Maintenance Station - 156 hours/week
5. Imperial Maintenance Station - 156 hours/week
6. Camino Maintenance Station - 156 hours/week
7. Pacific Highway Maintenance Station - 156 hours/week
8. Coronado Toll Plaza - 156 hours/week
9. Del Lago Maintenance Station - 156 hours/week
10. South Control Maintenance Station - 156 hours/week
11. Newton Maintenance Station - 156 hours/week
12. Santee Maintenance Station (twice per week) - 312 hours/week
13. Chollas Maintenance Station - 156 hours/week.

Period of Performance
The contract is estimated to commence on June 30, 2026, or upon approval by the Department of General Services (DGS), whichever is later, and will expire on June 29, 2029.

Place of Performance
Services will be performed at various maintenance facilities located in San Diego County including Carlsbad, Escondido, Chula Vista, Otay, Imperial Beach, Camino Del Rio South, Pacific Highway, Coronado Toll Plaza, Del Lago Boulevard, South Control Road, Newton Avenue, Santee Railroad Avenue, and Chollas Street.

Bidder Requirements
Bidders must be registered with the Labor Commissioner’s Office at the Department of Industrial Relations (DIR) and provide proof of Janitorial Services Registration as part of their bid submission. Additionally, bidders are encouraged to meet the State's twenty-five percent (25%) Small Business participation goal and comply with the DVBE Participation Program requiring three percent (3%) participation.
