Description
Background
The Department of Water Resources (DWR), Division of Operations and Maintenance (O&M), is responsible for the review, inspection, evaluation, analysis, and oversight of structures associated with the State Water Project (SWP). This includes facilities located within the boundaries of Federal Energy Regulatory Commission (FERC) Project Nos. 2100 and 2426. The goal of this contract is to provide engineering and related services on an as-needed basis to support O&M in their dam safety efforts.
Work Details
The services to be provided include:
1. Review, inspection, evaluation, analysis, and oversight of structures associated with the SWP.
2. Development or revision of Dam Safety Surveillance Monitoring Plans (DSSMP) and Reports (DSSMR).
3. Review instrumentation data and assess performance.
4. Conduct inspections of dams and appurtenances including hydropower plants, spillways, valves, etc.
5. Perform geotechnical studies including seismic stability assessments and liquefaction potential evaluations.
6. Provide project management support for task orders including scope of work, budget, schedule, quality control measures, and deliverables.
7. Develop Public Safety Plans for SWP facilities.
Period of Performance
The estimated length term for this agreement is from May 4, 2026 through May 3, 2029 (three years) with options for up to two one-year amendments.
Place of Performance
The contract will be performed in Northern California at various locations associated with the State Water Project.
Bidder Requirements
Firms must be registered contractors with the Department of Industrial Relations as per Labor Code Section 1725.5. Additionally, firms are encouraged to provide certification as a Disabled Veterans Business Enterprise (DVBE) or Small Business Enterprise (SBE). Participation in a mandatory pre-SOQ conference is required.
