Developing the Land Management Strategy itself is not a component of this contract.
Background
The California Tahoe Conservancy (Conservancy) is a California State Agency under the California Natural Resources Agency, established in 1984. Its mission is to lead California’s efforts to restore and enhance the extraordinary natural and recreational resources of the Lake Tahoe Basin. The Conservancy owns and manages 4,700 parcels, totaling 6,900 acres throughout the Basin.

The goal of this contract is to facilitate an internal visioning process to define the goals, objectives, and guiding principles of the Land Management Strategy; develop a stakeholder engagement plan; build upon previous work developing a sequenced process for completing the Land Management Strategy; and conduct technical studies to support rulemaking and land use planning. Developing the Land Management Strategy itself is not a component of this contract.

Work Details
The Contractor will perform the following tasks:
1) Facilitate Land Management Strategy Visioning and Create a Stakeholder Engagement Plan which includes workshops with Conservancy staff to create a vision statement that includes goals, objectives, and guiding principles for the Land Management Strategy; define its scope, scale, necessary components, and structure; and suggest a process for its development. Deliverables include a memo summarizing these elements and a stakeholder engagement plan.

2) Conduct Technical Studies to fill knowledge gaps crucial for land management decisions. This includes evaluating potential new fees (special use fees, entry fees), analyzing land uses on neighboring public lands, and conducting studies to support rulemaking efforts such as Economic Impact Analysis, Fiscal Impact Study, and Social and Equity Impact Assessment. Deliverables include reports on funding evaluation options, land use analysis tools, and completed studies supporting rulemaking efforts.

Period of Performance
This will be an 18-month contract anticipated to start upon signature by all parties and approval by the Department of General Services (DGS).

Place of Performance
The geographic location for performance is primarily within the Lake Tahoe Basin.

Bidder Requirements
The Contractor must have experience in facilitating management plans for public land access; conducting studies that support land management regulations; experience with State of California processes including CEQA; commitment to meet or exceed DVBE participation requirements of at least 3%; and must comply with all required attachments as specified in the RFP.
