Background
The City of Pasadena, Water & Power Department is seeking qualified Chemical Consultants to manage and optimize the water treatment processes at the Glenarm Power Plant. The plant operates five natural-gas fueled combustion turbines and utilizes various water treatment systems to ensure efficient operation and compliance with environmental regulations.
Work Details
The selected consultant will provide a comprehensive chemical water treatment service, including:
- Management of the condensate system, feedwater system, closed cooling water system, gas turbines chilled water system, and circulating cooling water systems for Units GT-3, GT-4, and GT-5.
- Propose environmentally safe chemical products (Green Chemistry) for treatment.
- Develop a maintenance plan to minimize costs associated with equipment replacement due to scale, corrosion, fouling, or microbiological growth.
- Implement a Chemical Feed and Control Program for various systems including OTSG feedwater and cooling towers.
- Establish an Independent Monitoring and Testing Schedule for chemical treatments.
- Provide training for Power Plant staff on chemical usage and safety procedures.
- Develop emergency procedures for abnormal conditions such as high acid or silica content.
Specific chemicals to be proposed include:
1. Scale Inhibitors effective against calcium carbonate and other scales.
2. Corrosion Inhibitors that protect against corrosion in various metals.
3. Oxidizing and Non-Oxidizing Biocides for microbiological control in cooling towers.
Period of Performance
The contract will commence upon award and is expected to continue for one year with options for renewal based on performance evaluations.
