Background
The California Department of Corrections and Rehabilitation (CDCR), Inmate Welfare Fund, is inviting bids for a Statewide Master Contract for the purchase of Canned/Pouch Foods. This contract aims to provide commodities for Inmate Services Canteens throughout California correctional facilities, ensuring that all necessary labor, materials, supplies, transportation, and equipment are supplied by the contractor.

Work Details
The contractor shall provide a variety of canned and pouch foods including but not limited to:

1. Beef Stew (15 Ounce Can) comparable to Dinty Moore
2. Chicken Vienna Sausage (4.60 Ounce Pull-Top Can) comparable to Armour and Libby’s
3. Chili No Beans (14 Ounce Can) comparable to Armour and Hormel
4. Chili With Beans (14 Ounce Can) comparable to Armour and Hormel
5. Chunk White Chicken (5 Ounce Can) comparable to Hormel
6. Menudo (15 Ounce Can) comparable to Juanita’s Regular Menudo and Hot and Spicy Menudo
7. Tuna Pouches (3 - 5 Ounce Pouch) comparable to Chicken of the Sea
8. Salmon Pouches (2 - 5 Ounce Pouch) comparable to Chicken of the Sea
9. Smoked Oyster Pouches (3 - 5 Ounce Pouch) comparable to Chicken of the Sea.
10. Delivery must occur within six working days after receipt of an order, with packaging requirements specified.

Period of Performance
The contract will commence on March 1, 2026, and will terminate on February 29, 2028.

Place of Performance
Services will be performed statewide across various California correctional facilities as specified in the contract.

Bidder Requirements
Bidders must have been in business for at least two years and possess one year of experience providing similar services. They should have completed sales exceeding $15,000 to the State or similar accounts and submit a resume with references for verification. Additionally, bidders must comply with all state requirements regarding licensing and certifications.
