The awarded contractor agrees to provide the Department of Motor Vehicles (DMV) all labor, tools, materials, equipment, and travel necessary to perform as-needed graffiti removal services at the San Francisco DMV field office for the term of the Agreement. See Exhibit A, Scope of Work, for a complete description of services. The anticipated term for this Agreement is August 1, 2025 or upon contract approval, whichever occurs later, through July 31, 2028 (3 years). The bidder shall possess a C-33 contractor license issued by the California Department of Consumer Affairs, Contractors State License Board (CSLB). Questions are due 5/15/2025 at 4:30 p.m. Answers will be posted 5/21/2025 by 4:30 p.m. Bids are due 5/28/2025 at 11:59 p.m. and MUST be emailed to DMVBIDS@dmv.ca.gov. The current contractor is The Colores Painting Co., Inc. The current contract is $32,000.00 for a 3-year term.
Background
The California Department of Motor Vehicles (DMV) is seeking to contract for as-needed graffiti removal services at the San Francisco DMV field office. The goal of this contract is to maintain the aesthetic integrity and cleanliness of the DMV facility by removing graffiti from various surfaces. The contract will be in effect for a term of three years, starting from August 1, 2025, or upon contract approval, whichever occurs later.

Work Details
The contractor will provide all labor, tools, materials, equipment, and travel necessary for graffiti removal services at the DMV field office located at 1377 Fell Street, San Francisco, CA 94117. Specific areas requiring service include:
- All signs and sign poles
- Interior/exterior walls
- Building exterior and grounds
- Parking lot including wheel stops
- Fencing and gates
- Benches and light poles
- Flagpole, asphalt, sidewalks, curbs, doorways, entryways, alcoves, and exterior windows.

The contractor must respond to graffiti reports within 48 hours and ensure that all surfaces are restored to a like-new condition without any signs of graffiti remaining. If graffiti is on painted surfaces, it must be removed and repainted using water-based paint with zero VOCs that matches existing colors. Waste generated during the removal process must be disposed of according to local and state regulations.

Period of Performance
The period of performance for this contract is from August 1, 2025 through July 31, 2028.

All services will be performed at the San Francisco DMV field office located at 1377 Fell Street, San Francisco, CA 94117.

Bidder Requirements
Bidders must possess a valid C-33 contractor license issued by the California Department of Consumer Affairs. Additionally, all subcontractors utilized must also hold appropriate licenses. Bidders are required to comply with prevailing wage laws if their bid exceeds $1,000.00 and must be registered public works contractors with the California Department of Industrial Relations if their bid exceeds $25,000.00.
