Risk Management Program Services

Background
The City of Phoenix (COP) Water Services Department (WSD) is seeking proposals from contractors to provide risk management plans that ensure compliance with the Risk Management Program (RMP) rules governing chlorine processes.

The project involves completing risk management plans, conducting process hazard analyses, and performing triennial compliance audits for Program Level 3 stationary sources. The WSD operates seven facilities that continuously store and use chlorine for water disinfection, which must adhere to RMP requirements to mitigate potential hazards associated with chlorine leaks.

Work Details
The contractor will be responsible for revising risk management plans, conducting process hazard analyses, and performing triennial compliance audits for the following WSD facilities:
- 23rd Avenue Wastewater Treatment Plant
- 24th Street Water Treatment Plant
- 91st Avenue WWTP
- Union Hills WTP
- Deer Valley WWTP
- Val Vista WTP
- Lake Pleasant WTP.

Specific tasks include updating risk management plans every five years, preparing for certification by the Deputy Water Services Director for Environmental & Safety Division (ESD), conducting offsite consequence analyses using EPA software tools like RMP*Comp™ and MARPLOT®, coordinating onsite facility visits with the City’s Project Manager (PM), and ensuring safety protocols are followed during site visits. The contractor must also provide necessary electronic devices to complete work and present valid identification when entering facilities.

Period of Performance
The contract is expected to commence on or about July 1, 2025, with a term of three years and two one-year options.

Place of Performance
The services will be performed at various locations in Phoenix, Arizona, specifically at the seven WSD facilities mentioned.
