ITB 2026-0001-0221 2026 Official Election Pamphlet and Ballot Measure Pamphlet

Background
The Office of the Governor, Division of Elections, is soliciting bids for the typesetting, layout, printing, binding, mailing, delivery, and distribution of the 2026 Ballot Measure Pamphlet (BMP) and the 2026 Official Election Pamphlet (OEP).
This contract aims to ensure that voters receive accurate and timely information regarding ballot measures and candidates during the elections.

Work Details
The contractor will be responsible for:
1. General design, organization, original artwork/graphics, typesetting, camera work, screens, layout, paste-up, printing, binding, shipping and distribution of the voter pamphlets for the Primary and General elections.
2. Production of one English pamphlet and five translated pamphlets for the BMP. The BMP will contain information on one or two ballot measures depending on legislative decisions.
3. The OEP will consist of five unique English pamphlets specific to five election regions in Alaska and six translated pamphlets. Each registered household will receive the appropriate pamphlet based on their region.
4. Addressing each pamphlet to registered voter households with a nine-digit zip code while ensuring compliance with U.S. Postal Service bulk mail regulations.

Period of Performance
The contract will commence on March 16, 2026, and continue until approximately October 31, 2026.

Place of Performance
All work must be performed at the contractor’s facility; no workspace will be provided by the state.

Bidder Requirements
Bidders must hold a valid Alaska business license prior to bid submission. They must also comply with various federal and state laws including civil rights acts and disability acts.
Bidders are required to submit their bids under their current Alaska business name to qualify for preferences.
