Grant Description
Safety and security initiatives for the Azusa Unified School District.
The Azusa Unified School District is located in the city of Azusa.
Azusa is located about 24 miles northeast of downtown Los Angeles.
Azusa is at the base of the San Gabriel Mountains which is the entrance to the San Gabriel Canyon, hence the city's nickname, "The Canyon City."
The city's total area is nine square miles with a resident population of approximately 50,000.
The median annual income in Azusa is about $65,912; the average age of our residents is 29 years old.
Azusa's largest ethnicity is Hispanic at 62.5%, followed by White at 18%, and Asian at 14.4%.
AUSD covers grades K-12.
The district has needed to close several schools, and in 2023 the schools in the Azusa USD will decrease to 12.
Declining enrollment in California is a statewide issue.
Due to a declining birth rate in the state and in the San Gabriel Valley, as well as rising housing costs, the number of students enrolled in AUSD schools fills only 47% of the capacity of current school facilities.
AUSD has responded by closing schools and reorganizing.
The district has publicly commented on their tough decisions through positive actions and statements - "School reorganization will allow us to increase and improve program offerings for our students.
Secondary students will have more course offerings and broader access to courses of interest.
In addition, our sports teams and extracurricular activities will be more robust."
AUSD's key partner is the City of Azusa Police Department.
The department has 55 sworn police officers and 28 civilian professional staff members providing law enforcement services 24 hours a day, 365 days a year.
Officers are assigned to positions such as patrol, detective bureau, or the traffic division including gang unit, terrorism liaison officer, school resource officer, and the Office of Emergency Management.
The goal and intended outcome of the requested funds are for augmentation of district infrastructure related to the district's security priorities that is easy to manage for principals, security, and technology department.
Primary activities for which funds are requested include:
Assistance with costs to install a cloud-based video intercom solution to provide visibility and control with a ring the buzz-to-enter concept.
The video intercom solution will integrate with district cameras and district's access controls system.
Implement and install a security platform that would be able to be activated by one of the staff pressing a device/badge/button that would give notification throughout the school.
The notification should be heard over public address systems and other school and district infrastructure.
Provide for safety analysis of each school campus.
The analysis would identify, quantify, and determine the effects of the most likely current threats.
Each specific threat would be examined based on a set of criteria (likelihood, community and jurisdictional effect, mitigation and response capabilities, and recovery capacity) to establish a hierarchy of threats.
Development of multiple emergency operations plans including a district master plan, comprehensive school safety plans, and response protocols.

THE U.S. DEPARTMENT OF JUSTICE, OFFICE OF COMMUNITY ORIENTED POLICING SERVICES (COPS OFFICE, HTTPS://COPS.USDOJ.GOV) ANNOUNCES A COMPETITIVE SOLICITATION FOR APPLICATIONS FOR THE COPS OFFICE FY 2023 SCHOOL VIOLENCE PREVENTION PROGRAM (SVPP). THE GOAL OF THIS PROGRAM IS TO IMPROVE SECURITY AT SCHOOLS AND ON SCHOOL GROUNDS THROUGH THE IMPLEMENTATION OF EVIDENCE-BASED SCHOOL SAFETY PROGRAMS AND TECHNOLOGY.
THE COPS OFFICE WELCOMES APPLICATIONS UNDER WHICH TWO OR MORE ENTITIES WOULD CARRY OUT THE FEDERAL AWARD; HOWEVER, ONLY ONE ENTITY MAY BE THE APPLICANT. ANY OTHER ENTITIES CARRYING OUT THE FEDERAL AWARD MUST BE IDENTIFIED AS PROPOSED SUBRECIPIENTS. THE APPLICANT MUST BE THE ENTITY THAT WOULD HAVE PRIMARY RESPONSIBILITY FOR CARRYING OUT THE AWARDS, INCLUDING ADMINISTERING THE FUNDING AND MANAGING THE ENTIRE PROJECT. THE TERMS AND CONDITIONS OF THE FEDERAL AWARD ARE ALSO APPLICABLE TO SUBRECIPIENTS.
