Amendment 1

The purpose of this Amendment 1 is to:

1. Update section C.2 Cost Sharing or Matching and D.5's subsection f. Cost share reflecting Cost share is required, in addition to USAID Funds. These sections in the NOFO have been updated to reflect the updated cost share requirement.

2. Remove the document links from the NOFO for the following documents and add as an attachment to the NOFO.

a. UMBRELLA INCLUSIVE DEVELOPMENT ANALYSIS (attached to the NOFO as Attachment 6)

b. USAID's GLOBAL HEALTH SECURITY PROGRAM (2023) (the link to this document has been removed)

3. Attachment 2, INITIAL ENVIRONMENTAL EXAMINATION (IEE) has been replaced with an updated version.

The revised NOFO and its corresponding attachments reflecting these changes are updated on grants.gov.

Dear Prospective Applicant:

The United States Agency for International Development in Bangladesh (USAID/Bangladesh) is seeking applications from qualified US and non-US organizations to implement an activity titled USAID's Systems Strengthening for One Health Activity. As detailed in SECTION C, ELIGIBILITY INFORMATION of this Notice of Funding Opportunity (NOFO), eligibility for this award is not restricted. The authority for this NOFO is found in the Foreign Assistance Act of 1961, as amended.

Please be aware that this NOFO follows a Multi-tiered Review process and therefore contains the following merit review phases.

The result of this NOFO is expected to be one (1) award, although USAID reserves the right to fund any or none of the applications submitted.

The successful Applicant will be responsible for ensuring the achievement of the program objectives. Please read each section of the NOFO carefully and submit response accordingly. Please send any questions to the point(s) of contact identified in section D. The deadline for questions is shown above. Responses to appropriate questions received prior to the deadline will be furnished to all potential applicants through an amendment to this NOFO posted in www.grants.gov. Applicants are required to submit their applications electronically via e-mail to the given address under SECTION D APPLICATION AND SUBMISSION INFORMATION. USAID bears no responsibility for data errors resulting from transmission or conversion processes associated with electronic submissions via e-mail. Issuance of this NOFO does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for any costs incurred in preparation or submission of comments/suggestions or an application. Applications are submitted at the risk of the applicant. All preparation and submission costs are at the applicant's expense. Award will be made to the responsible applicant(s) whose application best meets the requirements of this NOFO and the merit review criteria contained herein.

Background
The United States Agency for International Development in Bangladesh (USAID/Bangladesh) is seeking applications from qualified US and non-US organizations to implement an activity titled USAID’s Systems Strengthening for One Health Activity. The authority for this NOFO is found in the Foreign Assistance Act of 1961, as amended. The purpose of this activity is to enhance Bangladesh's global health security (GHS) capacity to operate a high functioning and equitable One Health disease detection system that prevents, detects, and responds to new and emerging infectious diseases, while ensuring good One Health governance and reducing risks of irreversible antimicrobial resistance (AMR).

Grant Details
The activity will focus on strengthening the capacity of the Government of Bangladesh (GOB) and the One Health line ministries to prevent, detect, and respond to infectious disease threats with pandemic potential through a One Health approach. It will involve improving governance systems and relationships between the health, animal, and environment sectors and relevant GOB line ministries. Additionally, it will aim to strengthen the One Health disease detection systems by operationalizing surveillance systems across human, animal, and environment interfaces.

Eligibility Requirements
Eligibility for this award is not restricted. The NOFO follows a Multi-tiered Review process which contains merit review phases including Initial Application (Concept Paper), co-development workshop participation, and submission of a full technical and business application package. The successful Applicant will be responsible for ensuring the achievement of the program objectives.

The total estimated amount from the Mission is $26 Million, with an expected life of five years.
