The purpose of the Higher Secondary Education Activity is to improve the quality of teaching for students in higher secondary colleges. The Activity will focus on enhancing teachers' professional skills and abilities, developing teachers' training materials, and improving the leadership and supervision capacity of principals, vice principals and education officials. Students in the Higher Secondary Education sub-sector will benefit from improved teaching and learning, better preparation for, and successful university admission.

Background
The United States Agency for International Development in Bangladesh (USAID/Bangladesh) is seeking applications from qualified US and non-US organizations to implement an activity titled Higher Secondary Education Activity (HSEA). The purpose of the Higher Secondary Education Activity is to improve the quality of teaching for students in higher secondary colleges. The Activity will focus on enhancing teachers’ professional skills and abilities, developing teachers’ training materials, and improving the leadership and supervision capacity of principals, vice principals and education officials.

Students in the Higher Secondary Education sub-sector will benefit from improved teaching and learning, better preparation for, and successful university admission.

Grant Details
The Higher Secondary Education Activity will address Development Objective 2: Enhanced Opportunities for an Inclusive, Healthy, Educated Society, and a Robust Economy. The Activity will focus on enhancing teachers’ instructional and management skills; developing and providing teacher training materials and teachers’ training; improving leadership and supervision capacity of principals and education officers.

The program must enhance the quality of teaching and teachers’ training programs, along with some indications of monitoring and demonstrating results and students’ progress. The activity will work with DSHE to ensure that teachers are supported and mentored on a continuous basis through a system that connects peers, trainers, education officers, and principals. This system should have a digital coverage where possible, with a parallel system for areas with low connectivity.

Eligibility Requirements
Eligibility for this award is not restricted. The authority for this NOFO is found in the Foreign Assistance Act of 1961, as amended.

Period of Performance
The anticipated period of award is five (5) years.

Grant Value
$40 million in total USAID funding over a Five (5) year period. USAID intends to award one (1) Cooperative Agreement pursuant to this notice of funding opportunity.

Place of Performance
The Activity will cover the general stream of HSE colleges and college sections in Bangladesh.
