Description

The purpose of this Planning Cooperative Agreement is to provide resources to Tribes interested in entering the Tribal Self-Governance Program (TSGP) and to existing Self-Governance Tribes interested in assuming new or expanded Programs, Services, Functions, and Activities (PSFA). Title V of the Indian Self-Determination and Education Assistance Act requires a Tribe or Tribal organization (T/TO) to complete a planning phase to the satisfaction of the Tribe. The planning phase must include legal and budgetary research and internal Tribal government planning and organizational preparation relating to the administration of health care programs. See 25 U.S.C. 5383(d). The planning phase is critical to negotiations and helps Tribes make informed decisions about which PSFAs to assume and what organizational changes or modifications are necessary to successfully support those PSFAs. A thorough planning phase improves timeliness and efficient negotiations and ensures that the Tribe is fully prepared to assume the transfer of IHS PSFAs to the Tribal health program.
Background
The Tribal Self-Governance Planning Cooperative Agreement Program is administered by the Indian Health Service (IHS) under the Department of Health and Human Services (HHS). This program aims to provide resources to Tribes interested in entering the Tribal Self-Governance Program (TSGP) or expanding their existing programs, services, functions, and activities (PSFAs). The initiative is rooted in the Indian Self-Determination and Education Assistance Act, which mandates that Tribes complete a planning phase that includes legal and budgetary research as well as internal organizational preparation for managing health care programs.

Grant Details
The Planning Cooperative Agreement provides funding for Tribes to conduct a thorough planning phase necessary for entering the TSGP. This includes conducting legal and budgetary research; preparing internal Tribal government structures; making informed decisions on which PSFAs to assume; understanding necessary organizational changes; improving negotiation efficiency; and preparing for the transfer of IHS PSFAs to Tribal health programs. The program allows Tribes to negotiate with IHS to manage health care services directly, contract for individual programs, or compact for control over health care programs.

Eligibility Requirements
Eligible applicants include federally recognized Indian Tribes and Tribal organizations. Applicants must submit letters of support or Tribal Resolutions from the Tribes they will serve. Individuals, sole proprietorships, foreign organizations, and Tribes prohibited under the Alaska Moratorium are not eligible. Applicants must demonstrate financial stability over three consecutive fiscal years and obtain approval from participating Indian Tribes.

Period of Performance
The expected period of performance is one year, with projects funded in a single budget period. Continuation funding is contingent upon availability of funds and agency priorities.

Grant Value
The total expected program funding is $540,000, with an anticipated three awards ranging from $180,000 per applicant for the first budget period.

Place of Performance
The specific geographic locations where the grant will be performed are intended for federally recognized Indian Tribes across various regions.
