Description

This FOA is intended for proposals related to basic and applied research in the STEM categories, and not related to the development of a specific system or hardware procurement.

The proposal submission process has two stages:

I. Applicants are encouraged to submit a white paper first to Grants@NPS.edu, ; and

II. Applicants must submit a full proposal through Grants.gov (do not submit white papers through Grants.gov, only full proposals)

Applicants are encouraged to submit a White Paper in advance of a Full Proposal to minimize the labor and other costs associated with the production of detailed full proposals that have little chance of being selected for funding. Based on an assessment of the white papers, the responsible Research Program Officer will provide informal feedback notification to the prospective awardees to encourage or discourage submission proposals. The Research Program Officer may also, on occasion, provide feedback encouraging re-work to strengthen a proposal.

White Papers may be submitted at any time during the open period of this FOA. A separate White Paper is required for each research proposal.

Background
The Naval Postgraduate School (NPS) is issuing this Funding Opportunity Announcement (FOA) to solicit proposals for research initiatives that align with its core mission of graduate education and research. The NPS aims to advance knowledge across various disciplines, including science, engineering, business, politics, public policy, operational sciences, and interdisciplinary studies. This FOA focuses on basic and applied research.

Grant Details
Proposals must focus on basic and applied research that does not relate to the development of specific systems or hardware procurement. The NPS is interested in research initiatives that can enhance its educational and research missions. Applicants are encouraged to submit a white paper prior to a full proposal submission through Grants.gov. White papers should include a project description, objectives, methodology, anticipated results, and public benefits beyond DoD needs. Awards will be made in the form of grants or cooperative agreements.

Eligibility Requirements
Eligible applicants include nonprofit organizations and institutions of higher education as defined by 2 CFR 200.1. Federally Funded Research & Development Centers (FFRDCs), Navy laboratories, military universities, and other Department of Defense laboratories are not eligible to apply. Individuals and industry are also excluded from eligibility.

Period of Performance
The announcement will remain open until January 13, 2030. White papers and full proposals may be submitted at any time during this period.
