Purpose of Program: The Comprehensive Centers Program supports the establishment of Comprehensive Centers to provide capacity-building services to State educational agencies (SEAs), regional educational agencies (REAs), local educational agencies (LEAs), and schools that improve educational opportunities and outcomes, close achievement gaps, and improve the quality of instruction for all students, and particularly for groups of students with the greatest need, including students from low-income families and students attending schools implementing comprehensive support and improvement or targeted or additional targeted support and improvement activities under section 1111(d) of the Elementary and Secondary Education Act of 1965, as amended (ESEA).

Background
The Office of Elementary and Secondary Education (OESE) is issuing a grant opportunity under the Comprehensive Centers Program to provide capacity-building services to State educational agencies (SEAs), regional educational agencies (REAs), local educational agencies (LEAs), and schools. Grant Details
The program supports the establishment of Comprehensive Centers to provide capacity-building services. The Department has designed priorities, requirements, definitions, and selection criteria for the program to support high-quality capacity-building services. The competition includes three absolute priorities: National Comprehensive Center, Regional Centers, and Content Centers. Each priority has specific requirements for providing capacity-building services in different areas such as English learners and multilingualism, early school success, fiscal equity, and strengthening and supporting the educator workforce.

Eligibility Requirements
The grant is open to potential grantees who have never received a grant under this program. Applicants must demonstrate their ability to provide high-quality technical assistance and capacity-building services to meet client needs effectively.

Period of Performance
The deadline for transmittal of applications is June 24, 2024. The deadline for intergovernmental review is August 22, 2024. Pre-application webinars will begin by May 30, 2024. The period of performance for the grant will be determined upon award.

A group of eligible entities may apply as a consortium, in accordance with the requirements in 34 CFR 75.127-129.
