The Notice of Intent to Issue is for informational purposes only; the Department of Energy is not seeking comments on the information in this notice and applications are not being accepted at this time. Any information contained in this notice is subject to change. The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Vehicle Technologies Office, a Funding Opportunity Announcement (FOA) entitled Bipartisan Infrastructure Law (BIL) Electric Drive Vehicle Battery Improving Economics, Recovery and Reuse, and State of Health. The anticipated FOA and any related activities support BIL section 40208, Electric Drive Vehicle Battery Recycling and Second-Life Applications Program aimed at research, development, and demonstration of: 1) second-life applications for electric drive vehicle batteries that have been used to power electric drive vehicles; and 2) technologies and processes for final recycling and disposal of the [electric drive vehicle batteries].

Background
The Department of Energy (DOE), through the Office of Energy Efficiency and Renewable Energy (EERE), is issuing a Notice of Intent to announce its intention to issue a Funding Opportunity Announcement (FOA) under the Bipartisan Infrastructure Law (BIL). This initiative aims to improve the economics, recovery, reuse, and state of health of electric drive vehicle batteries. The BIL represents a significant investment in infrastructure aimed at creating a sustainable and equitable energy economy while addressing climate change.

The anticipated FOA will support research, development, and demonstration projects related to battery recycling and second-life applications for electric drive vehicle batteries.

Grant Details
The anticipated FOA will focus on the following areas:
1) Research and development of second-life applications for electric drive vehicle batteries that have been used;
2) Technologies and processes for the final recycling and disposal of electric drive vehicle batteries.

Specific Areas of Interest include:
1. Improving the Economics of Recycling Lithium Iron Phosphate-Based Li-ion Batteries;
2. Improving the Recovery and Re-use of Electrolyte Components from Lithium-Ion Batteries;
3. Upcycling and Improving the Value of Recovered Materials from Electric Drive Vehicle Batteries;
4. Demonstrating Improved State of Health (SOH) Evaluation and Safety for Second-Use Applications of Electric Drive Vehicle Batteries.

Eligibility Requirements
Eligible applicants must be incorporated or otherwise formed under the laws of a state or territory of the United States, with a physical location for business operations in the U.S. Foreign entities may apply if they designate a U.S.-incorporated subsidiary or affiliate as the prime recipient.

Period of Performance
The estimated period of performance for each award will be approximately 3-4 years.

Grant Value
The BIL section 40208 provides $200 million over five years for electric drive vehicle battery recycling and second-life applications program. The anticipated FOA may include up to $70 million across various Areas of Interest.

Place of Performance
The grant activities are expected to be performed within the United States.
