Naval Engineering Education Consortium (NEEC) Broad Agency Announcement Port Hueneme for FY23

Background
The Naval Engineering Education Consortium (NEEC) Broad Agency Announcement (BAA) is being issued by the Naval Surface Warfare Center (NSWC) Indian Head Division (IHD) on behalf of the Naval Sea Systems Command (NAVSEA) Warfare Centers. The BAA aims to solicit research in support of the NEEC, focusing on modern maritime corrosion awareness, identification, maintenance, control, and mitigation techniques.

Grant Details
The BAA is open only to colleges and universities. The topics of interest include integrated research and development of innovative, personalized and immersive education pedagogy focused on modern maritime corrosion awareness. Research elements include the development of Artificial Intelligence/Automated based corrosion inspection capabilities and the effective utilization and deployment of digital learning techniques and medium with a student/user-centered approach tailored to the unique environment, job type, and position. The awards will take the form of grants governed by award terms and conditions conforming to DoD’s implementation of OMB circulars applicable to financial assistance.

Eligibility Requirements
All responsible sources from academia may submit proposals under this BAA. Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged to submit proposals. Federally Funded Research & Development Centers (FFRDCs), Navy laboratories and warfare centers, Department of Defense and civilian agency laboratories, University Affiliated Research Centers (UARCs) are not eligible to receive awards under this BAA. U.S. export control legislation and authorities may apply to proposals submitted under this BAA.

Period of Performance
The full proposal is due by 02 March 2023 Eastern Daylight Time 11:59pm.

The funded amount and period of performance for each proposal selected for award may vary depending on the research area and technical approach.

Awards made from this BAA plan to be approximately $100k to $150k total for the first year with two option years.

Grant Value
The total value of the grant is approximately $100k to $150k for the first year with two option years, totaling generally $300k to $450k if funded for three years.
