Description

To carry out a project to strengthen the operational readiness of Salvadoran institutions to combat transnational crime, including drug trafficking, human trafficking and smuggling, and illicit finance. The initiative will enhance border security, combat transnational criminal and terrorist organizations, and support institutional reforms to address critical challenges. By fostering law enforcement cooperation and implementing targeted responses to emerging threats, this project directly supports the America First initiative by prioritizing the safety and security of the United States. Strengthening Salvadoran institutions helps prevent criminals from exporting crime to the United States and destabilizing the region, thereby protecting American communities and interests. By reducing the impact of transnational crime on the United States, the project advances U.S. prosperity and security, ensuring that American interests remain at the forefront of our foreign engagement.

Background
The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State is issuing a Notice of Funding Opportunity (NOFO) for organizations to apply for funding to strengthen Salvadoran institutions in combating transnational crime, including drug trafficking, human trafficking, smuggling, and illicit finance. This initiative aims to enhance border security and support institutional reforms that address critical challenges, thereby prioritizing the safety and security of the United States.

The project aligns with the America First initiative by preventing criminals from exporting crime to the U.S. and stabilizing the region, ultimately advancing U.S. prosperity and security.

Grant Details
The project involves several key tasks:
1) Coordinate travel arrangements for INL-sponsored events, including hotels, transportation, and travel documentation;
2) Organize venue arrangements for events such as conferences and training sessions;
3) Maintain logistical documentation for events;
4) Review participant vetting information;
5) Provide real-time troubleshooting during travel and events.

Additionally, the project will design tailored survey tools to evaluate INL-funded activities, administer surveys consistently across all activities, analyze survey results, and share findings with INL and host institutions to improve program quality.

Eligibility Requirements
Eligible applicants include U.S.-based non-profit/non-governmental organizations (NGOs) and foreign-based NGOs. Applicants must have a Unique Entity Identifier (UEI) issued via SAM.gov and a valid registration in SAM.gov. Cost sharing is recommended but not required. Organizations may submit only one proposal per organization but can form a consortium with one lead applicant.

Period of Performance
The initial project implementation period is set for 24 months, starting from March 2026.

Grant Value
The total funding available for this grant opportunity is $2,000,000. The application ceiling is up to $2,000,000 while the application floor is at least $1,500,000.
