Description

To carry out a project to strengthen the operational readiness of Salvadoran institutions to combat transnational crime, including drug trafficking, human trafficking and smuggling, and illicit finance.
Background
The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State is issuing a Notice of Funding Opportunity (NOFO) for organizations to submit applications aimed at strengthening Salvadoran institutions to combat transnational crime, including drug trafficking, human trafficking, smuggling, and illicit finance.

This initiative is part of the Central America Regional Security Initiative (CARSI) and aligns with the America First initiative, focusing on enhancing border security and supporting institutional reforms in El Salvador to prevent crime from affecting U.S. interests.

Grant Details
The project aims to improve the operational readiness of Salvadoran institutions through integrated logistical coordination and structured program evaluation support.

Key tasks include:
1) Coordinating travel arrangements for INL-sponsored events;
2) Organizing venue arrangements for events;
3) Maintaining logistical documentation;
4) Reviewing participant vetting information;
5) Providing real-time troubleshooting during travel and events.

Additionally, tailored survey tools will be designed and administered to evaluate INL-funded activities systematically, ensuring evidence-based decision-making.

Eligibility Requirements
Eligible applicants include U.S.-based non-profit/non-governmental organizations (NGOs) and foreign-based NGOs. Organizations must have a Unique Entity Identifier (UEI) issued via SAM.gov and a valid registration in SAM.gov. Cost sharing is recommended but not required. Applicants may submit only one proposal per organization, but consortia are allowed with one lead applicant.

Period of Performance
The initial project implementation period is set for 24 months, with an anticipated start date in March 2026.

The total funding available for this grant opportunity is $2,000,000.00, with individual awards ranging from a minimum of $1,500,000.00 to a maximum of $2,000,000.00.
