Description

ILCER aims to support island economies to develop and implement United States and international priorities to strengthen climate adaptation, green growth, and progress towards the Sustainable Development Goals (SDGs).
Background
The U.S. Department of State, Bureau of Oceans and International Environmental and Scientific Affairs (OES) announces an open competition for organizations to submit applications to implement the Island Led Climate and Energy Resilience 2030 (ILCER). ILCER aims to support island economies to develop and implement United States and international priorities to strengthen climate adaptation, green growth, and progress towards the Sustainable Development Goals (SDGs). President Biden’s National Security Strategy affirms that the United States will help its partners around the world adapt to the effects of climate change.

Grant Details
The project goal is to build and expand on existing ILR2030 and SIDS efforts by strengthening partnerships with relevant regional institutions and leveraging existing networks and communities of practice to transition from planning to implementation of locally-led climate adaptation and green growth solutions. The project will involve strengthening interactive, participatory networks, providing direct technical assistance to policymakers, creating a lean secretariat function for ILR2030, and monitoring performance indicators.

The project will also focus on developing adaptation plans and strategies for sectors such as energy, water, and transportation; fostering public-private partnerships; creating new fellowships and scholarships for Pacific and Caribbean Islanders at U.S. academic institutions; building new open data platforms; and more. The project will cover sectors including marine and coastal resource management, coastal adaptation, blue economy, nature-based solutions, health, water, and climate-resilient energy infrastructure.

Eligibility Requirements
Eligible applicants are U.S.-based non-profit/non-governmental organizations with or without 501(c) (3) status of the U.S. tax code. Cost sharing is not required. Applicants must have existing or the capacity to develop active partnerships, local in-country partners, entities, and relevant stakeholders.

Period of Performance
The period of performance is 36 months.
