Description

The Office of Brownfields and Land Revitalization is announcing the availability of $20 million dollars to award approximately 20 cooperative agreements for the Multipurpose Grant Program. Multipurpose Grants provide funding to carry out a range of eligible assessment and cleanup activities, including planning and additional community engagement activities. An applicant may request funding up to $1,000,000 to address hazardous substances and/or petroleum contamination at one or more brownfield sites. Activities carried out at each approved, eligible site may exceed $200,000. EPA will determine eligibility for site-specific assessment and cleanup activities after the award of the grant throughout the project period. A Multipurpose Grant recipient may only expend grant funds for the remediation of a brownfield site it owns and may not issue a subaward to another site owner to conduct the remediation.

Background
The Office of Brownfields and Land Revitalization (OBLR) of the U.S. Environmental Protection Agency (EPA) is announcing the availability of $20 million to award approximately 20 cooperative agreements for the Multipurpose Grant Program. The goal of this grant program is to empower communities to prevent, inventory, assess, clean up, and reuse brownfield sites, thereby revitalizing areas historically affected by economic disinvestment and environmental contamination.

Grant Details
Multipurpose Grants provide funding for a range of eligible assessment and cleanup activities including: developing inventories of brownfield sites; prioritizing sites; conducting community involvement activities; conducting environmental site assessments; developing cleanup plans and reuse plans related to brownfield sites; conducting cleanup activities on brownfield sites owned by the applicant; and developing an overall plan for revitalization. An applicant may request funding up to $1,000,000 to address hazardous substances and/or petroleum contamination at one or more brownfield sites. Activities at each approved site may exceed $200,000. Grant recipients must conduct at least one Phase II environmental site assessment and remediate one site, as well as develop a revitalization plan that includes a feasible reuse strategy for at least one priority site.

Eligibility Requirements
Eligible applicants include general purpose units of local government, land clearance authorities, government entities created by state legislature, regional councils established under governmental authority, redevelopment agencies chartered by a state, federally recognized Indian tribes (excluding those in Alaska), nonprofit organizations described in section 501(c)(3), and qualified community development entities. Applicants must own a brownfield site that meets the definition under CERCLA ยง 101(39) and must not have any open EPA Brownfields Assessment Grant or Multipurpose Grant.

Period of Performance
The anticipated project period for awards funded under this opportunity is expected to be 5 years.
