Description

The Continuum of Care (CoC) Program is designed to:promote a community-wide commitment to the goal of ending homelessness;provide funding for efforts by nonprofit providers, States, Indian Tribes or Tribally Designated Housing Entities [as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103) (TDHEs)], and local governments to quickly rehouse individuals and families experiencing homelessness, persons experiencing trauma or a lack of safety related to fleeing or attempting to flee domestic violence, dating violence, sexual assault, and stalking, and youth experiencing homelessness while minimizing the trauma and dislocation caused by homelessness;promote access to, and effective utilization of, mainstream programs and programs funded with State or local resources; andoptimize self-sufficiency among individuals and families experiencing homelessness.The goal of the Youth Homelessness Demonstration Program (YHDP) is to support the development and implementation of a coordinated community approach to preventing and ending youth homelessness and sharing that experience with and mobilizing communities around the country toward the same end. The population to be served by the demonstration program is youth ages 24 and younger who are experiencing homelessness, including unaccompanied and pregnant or parenting youth.
Background
The FY 2025 Continuum of Care (CoC) Program, administered by the U.S. Department of Housing and Urban Development (HUD), aims to promote a community-wide commitment to ending homelessness. The program provides funding for nonprofit providers, states, Indian tribes, and local governments to quickly rehouse individuals and families experiencing homelessness, including those fleeing domestic violence and youth aged 24 and younger.

The Youth Homelessness Demonstration Program (YHDP) specifically supports coordinated community approaches to preventing and ending youth homelessness.

Grant Details
The CoC Program is designed to:
1) promote a community-wide commitment to ending homelessness;
2) provide funding for efforts by various entities to rehouse individuals and families experiencing homelessness;
3) promote access to mainstream programs; and
4) optimize self-sufficiency among those experiencing homelessness.

The program will fund new projects, renew existing grants, and support specific initiatives like the Domestic Violence Bonus projects. Approximately $3,918,000,000 is available through this NOFO with an expectation of making around 7000 awards. Projects eligible for funding include transitional housing, supportive services only, permanent housing, and HMIS.

Eligibility Requirements
Eligible applicants include state governments, county governments, city or township governments, special district governments, Native American tribal governments (federally recognized), public housing authorities, nonprofit organizations with 501(c)(3) status (excluding institutions of higher education), and other specified entities. Individuals are not eligible applicants. Faith-based organizations may apply on the same basis as other organizations. Applicants must comply with statutory requirements under the McKinney-Vento Homeless Assistance Act.

Period of Performance
The estimated performance period for the grants starts on May 1, 2026, and ends on December 31, 2027. Various project periods are available ranging from 12 months to 60 months.

Grant Value
Approximately $3,918,000,000 is available through this NOFO for various projects. Specific allocations include approximately $52 million for Domestic Violence Bonus projects and $129 million for renewal projects originally awarded as part of previous competitions.

Eligible project applicants for the CoC Program Competition are found at 24 CFR 578.15 and include nonprofit organizations; state governments; local governments; instrumentalities of state and local governments; Indian Tribes and tribally designated housing entities, as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103); and public housing agencies, as such term is defined in 24 CFR 5.100, are eligible without limitation or exclusion. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.
