Background
The Community Safety Grant (CSG) is administered by the U.S. Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA). The mission of PHMSA is to protect people and the environment by advancing the safe transportation of hazardous materials (HAZMAT). This grant aims to enhance community preparedness and response capabilities for HAZMAT incidents, particularly focusing on training state and local enforcement personnel. The program is authorized under the Fixing America’s Surface Transportation (FAST) Act and reauthorized under the Infrastructure Investment and Jobs Act.

Grant Details
Eligible nonprofit organizations are invited to apply for funding to conduct national outreach and training programs aimed at improving community readiness for HAZMAT transportation incidents. Activities include:

1) Training for state and local personnel responsible for enforcing safe HAZMAT transportation regulations, particularly concerning Class 3 flammable liquids;

2) Developing outreach programs to educate communities about HAZMAT risks;

3) Conducting emergency response training for fire, law enforcement, and public safety officials;

4) Ensuring compliance with federal financial assistance regulations and maintaining an auditable accounting system.

PHMSA will measure performance based on project outcomes outlined in the approved applications.

Eligibility Requirements
Eligible applicants include nonprofit organizations that have been granted tax-exempt status by the IRS. Organizations described in Section 501(c)(4) of the Internal Revenue Code that engage in lobbying activities are not eligible. For-profit organizations are also ineligible. There are no cost-sharing or matching requirements for this grant.

Period of Performance
The period of performance is a minimum of 12 months from the effective date of the award, with applicants able to request up to 24 months.

Grant Value
PHMSA anticipates making $1,000,000 available for the FY 2025 CSG program, with individual awards ranging from $100,000 to $500,000.

Place of Performance
The grant activities will be performed nationwide, benefiting communities across various geographic locations.
