Description

This announcement is designed to accompany PRM's General NGO Guidelines, which contain additional information on PRM's priorities and NGO funding strategy with which selected organizations must comply. Please use both the General NGO Guidelines and this announcement to ensure that your submission is in full compliance with PRM requirements and that the proposed activities are in line with PRM's priorities. Submissions that do not reflect the requirements outlined in these guidelines will not be considered. Proposed activities must contribute to global learning and/or advancement of best practices on interim and durable solutions for refugees, asylum seekers, and/or stateless persons. Specifically, this NOFO seeks proposals addressing one of three themes: Self-reliance, Statelessness, or Innovation. Durable solutions end an individual's refugee or stateless status, such as through voluntary return and reintegration, local integration, or resettlement in another country. Given that access to durable solutions remains limited for a majority of refugees and stateless persons and the timeframe to access a durable solution is often protracted and uncertain, PRM also supports access to interim solutions. Interim solutions can be understood as efforts that support inclusion in host country national services such as health care, education, or sustainable housing. It may also, for instance, contribute to self-reliance by supporting access to labor markets and livelihoods, or advance measures that contribute to durable solutions such as identity documentation or addressing freedom of movement.
Background
The U.S. Department of State, Bureau of Population, Refugees, and Migration (PRM), has issued the FY 2024 Notice of Funding Opportunity (NOFO) for NGO Programs Advancing Interim and Durable Solutions. The NOFO is designed to accompany PRM’s General NGO Guidelines, which contain additional information on PRM’s priorities and NGO funding strategy with which selected organizations must comply.

Grant Details
Proposed activities must contribute to global learning and/or advancement of best practices on interim and durable solutions for refugees, asylum seekers, and/or stateless persons. The NOFO seeks proposals addressing one of three themes: Self-reliance, Statelessness, or Innovation. Durable solutions end an individual’s refugee or stateless status, such as through voluntary return and reintegration, local integration, or resettlement in another country.
PRM also supports access to interim solutions that support inclusion in host country national services such as health care, education, or sustainable housing.

Eligibility Requirements
Eligible applicants include nonprofits having a 501(c)(3) status with the IRS, nonprofits without 501(c)(3) status with the IRS (overseas-based NGOs must be able to demonstrate proof of registration in country of domicile), for-profit organizations or businesses, and international organizations.
Cost sharing or matching is not a requirement for application. For-profit organizations must include a statement in the application budget narrative stating that they agree to forgo profit.

Period of Performance
The proposed program start dates are September 30, 2024. The duration of activity may be one, two, or three years.
Program periods of performance will not exceed three years from the proposed start date.

Grant Value
PRM anticipates awarding up to approximately $400,000 total through this NOFO for each theme: Self-reliance, Statelessness, and Innovation.

Place of Performance
Projects targeting stateless persons may propose work in specific countries listed in the document in addition to global proposals.
