This UIPL announces the availability of preliminary FY 2025 UI State Administration base resource planning targets for UI operations including general guidelines for resource planning. Background
The U.S. Department of Labor's Employment and Training Administration (ETA) issues this Unemployment Insurance Program Letter (UIPL) to provide states with preliminary resource planning targets for the Fiscal Year (FY) 2025 Unemployment Insurance (UI) State Administration.

The total amount requested in the FY 2025 President’s Budget for UI base administration is $2,779,778,000, which includes allocations for base UI administration and postage. This reflects an increase from FY 2024 allocations and is based on economic assumptions regarding average weekly insured unemployment levels.

Grant Details
States are required to utilize the FY 2025 planning targets and guidelines provided in this UIPL for resource planning related to UI operations. Specific actions requested from State Administrators include:

1) Distributing the FY 2025 planning targets and instructions to relevant staff promptly;

2) Notifying the appropriate ETA regional office of any questions or concerns by September 13, 2024;

3) Submitting necessary forms (SF-424, SF-424A, SF-424B) via grants.gov; and

4) Submitting the FY 2025 UI-1 report by October 1, 2024.

The allocation methodology aims to equitably distribute resources among states while promoting administrative efficiency and avoiding abrupt shifts in funding.

Eligibility Requirements
State Workforce Agencies are eligible to apply for this grant opportunity as they are responsible for administering unemployment insurance programs at the state level.

Period of Performance
States may obligate FY 2025 UI grant funds through December 31, 2025. However, if funds are used for specific purposes such as automation or competitive grants, they may be obligated through September 30, 2027. States have an additional 90 days after the end of the funding period to liquidate obligations.
