Fiscal Year 2024 National Urban Search And Rescue Response System Readiness Cooperative Agreement

Background
The National Urban Search and Rescue (US&R) Response System, managed by the U.S. Department of Homeland Security (DHS) and FEMA, aims to provide funding for the management, training, exercise, procurement, and maintenance of 28 national task forces. These task forces assist state and local governments during major disasters or emergencies declared under the Stafford Act.

The program aligns with DHS Goal 5: Strengthen Preparedness and Resilience and FEMA's strategic plan to promote a ready nation.

Grant Details
The grant supports various tasks including:
1. Administration: Management of daily activities such as personnel compensation, record keeping, inventory management, and travel for training and exercises.
2. Training: Development and delivery of training courses, maintenance of training facilities, and evaluations required by DHS.
3. Equipment: Procurement and maintenance of equipment listed on the DHS-approved Equipment Cache List.
4. Disaster Search Canine Expenses: Includes procurement, training, certification expenses, and veterinary care for canines used in search operations.

Eligibility Requirements
Eligible applicants must be FEMA-designated Urban Search and Rescue Task Force Sponsoring Agencies. There are no cost share or match requirements under this program.

Period of Performance
The period of performance is set for 36 months, starting from September 1, 2024, to August 31, 2027.

Grant Value
The total available funding for this grant opportunity is $40,280,252 with a maximum award amount of $1.6 million per project.

Place of Performance
The grant will be performed across various locations where the 28 national task forces are situated.
