Description

The Community Assistance Program - State Support Services Element (CAP-SSSE) program provides funding to states to provide technical assistance to communities in the National Flood Insurance Program (NFIP) and to evaluate community performance in implementing NFIP floodplain management activities. Designation, duties and responsibilities of State Coordinating Agencies are found in 44 CFR 60.25. These regulations identify the states commitment to the minimum floodplain management criteria and to demonstrate the capability and responsibility to implement the program. In this way, CAP-SSSE helps to; ensure that the flood loss reduction goals of the NFIP are met, build state and community floodplain management expertise and capability, and leverage state knowledge and expertise in working with their communities.

The Community Assistance Program - State Support Services Element (CAP-SSSE) program provides funding to states to provide technical assistance to communities in the National Flood Insurance Program (NFIP) and to evaluate community performance in implementing NFIP floodplain management activities. The program aligns with the DHS Strategic Plan for Fiscal Years 2020-2024, Goal 5: Strengthen Preparedness and Resilience.
CAP-SSSE strives to leverage state knowledge and expertise to provide support to communities through activities that most effectively reduce flood losses.

Grant Details
The CAP-SSSE funding methodology is a multi-step process that makes funding available to states based on relative risk and workload, Tiered State Framework (TSF) tier, and competition. The funding includes base funding, incentive funding, and discretionary funding for additional CAP activities.
The program measures performance through four program measures related to map adoption, community engagement, higher standards adoption, and community compliance improvement. The NOFO also outlines the eligibility criteria, cost share or match requirements, and steps required to obtain a Unique Entity Identifier (UEI) and register in the System for Award Management (SAM).

Eligibility Requirements
All 50 states, the District of Columbia, and U.S. Territories are eligible to apply for CAP-SSSE funding. Eligible applicants include state agencies designated as a National Flood Insurance Program State Coordinating Agency as described in 44 C.F.R. § 60.25.
Applicants must complete a Tiered State Framework (TSF) assessment prior to applying for the first time and demonstrate a Foundational performance score to be eligible.

Period of Performance
The period of performance is 12 months, starting on July 1, 2024, and ending on June 30, 2025.
Extensions to the period of performance are allowed but may impact the state’s TSF score and tier.
