Description

Strengthen Criminal Assets Recovery Agency's (CARA) role and mandate in coordinating the national assets recovery system in Moldova

Background
The U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) is at the forefront of responding to challenges related to crime, illegal drugs, and instability abroad. INL's foreign assistance programs are essential to advancing U.S. policy objectives, including disrupting and reducing illicit drug markets and transnational crime, combating corruption and illicit financing, and strengthening criminal justice systems to support stable, rights-respecting partners.

Grant Details
The project aims to strengthen the role and mandate of the Criminal Assets Recovery Agency (CARA) in coordinating the national assets recovery system in Moldova. The project will focus on improving the coordination among law enforcement agencies, enhancing collaboration with regional, European, and international partners, and improving the legislative framework and policies in the area of assets recovery.

It also aims to enhance CARA's institutional capacity by offering training and expertise in various areas such as evaluation and administration of commercial enterprises, cryptocurrency, real estate markets, and management of precious metals and stones. Additionally, it will focus on increasing public awareness about the importance of national asset recovery in combating corruption and organized crime.

Eligibility Requirements
Eligible applicants include U.S.-based non-profit/non-governmental organizations (NGOs), U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code or section 26 US 115, foreign-based non-profits/non-governmental organizations (NGOs), and foreign-based educational institutions.

Cost share is recommended but not required for this project. All organizations must have a unique entity identifier (UEI) and a valid registration on www.SAM.gov.

Period of Performance
The project has an initial implementation length of up to 24 months with an anticipated program start date on August 18th, 2024.

INL may extend the project implementation period up to five years contingent on priorities, good performance of the recipient, Department of State management approvals, and funding availability.

Grant Value
The total available funding for this grant opportunity is $1,000,000.00 USD with one award anticipated ranging from a minimum of $700,000.00 to a maximum of $1,000,000.00 USD.
