Background
The Eielson Air Force Base (EAFB) project, managed by the US Army Corps of Engineers, focuses on Natural Resources Management, specifically Wetlands and Floodplain management. The primary goal is to assist EAFB in optimal training land management while enhancing biological diversity and ecological health across all EAFB lands. This initiative aims to ensure compliance with environmental laws and regulations as outlined in the EAFB 2023 Integrated Natural Resource Management Plan (INRMP).

Grant Details
The recipient will be responsible for providing all labor, transportation, materials, engineering, and equipment necessary for the project. Key tasks include:

1) Preparing and creating littoral zones at Cathers Lake and Mullins Pit;
2) Stripping overburden from pits and stockpiling;
3) Bailing gravel for future littoral zones;
4) Contouring ground elevation to water elevation with a slope of 7:1 extending approximately 28 feet from the shoreline;
5) Depositing excavated material on-site after grading;
6) Covering areas next to newly created littoral zones with topsoil and preparing for grass seeding according to specifications.

The recipient must also provide weekly updates on project progress to EAFB Natural Resources staff.

Eligibility Requirements
Eligible applicants include states, local governments, Indian tribes, non-governmental organizations, and individuals that meet the criteria of this announcement. The action will be fully funded by the US Army Corps of Engineers (USACE), requiring no cost-sharing.

Period of Performance
The period of performance is set for 18 months from the award date, with options for two additional periods of 18 months each, subject to funding availability.
