The Bureau of Democracy, Human Rights, and Labor (DRL) announces a Request for Statements of Interest (RSOI) from organizations interested in submitting Statements of Interest (SOI) for local civil society led efforts to strengthen democratic institutions, practices, and values in Peru.
Background
The Bureau of Democracy, Human Rights, and Labor (DRL) is soliciting Statements of Interest (SOI) from organizations interested in submitting proposals for local civil society led efforts to strengthen democratic institutions, practices, and values in Peru. DRL aims to support Peruvian civil society led efforts to address the country’s ongoing political instability and prevent democratic backsliding. The program should be responsive to immediate needs in-country and flexible to respond to the shifting context. DRL prefers new and creative approaches that avoid duplicating past efforts.

Grant Details
The SOI process involves the submission of a concise, three-page concept note communicating a program idea and its objectives before the development of a full proposal application. Upon merit review of eligible SOIs, selected applicants will be invited to expand upon their program idea(s) through the submission of a full proposal application.
The proposed programming must anticipate a project timeline of 18-24 months starting no earlier than October 1, 2024. Competitive SOIs will propose action-oriented, time-bound initiatives with measurable impacts.
The activities might include initiatives to facilitate civic engagement and dialogue among youth and/or underrepresented populations; civil society led advocacy for reforms to strengthen democratic institutions and improve representation in policymaking processes; legal assistance and support to embattled democratic actors targeted for their work; among others.

Eligibility Requirements
Organizations submitting SOIs must meet specific criteria including being a U.S.- or foreign-based non-profit/non-governmental organization (NGO), or a public international organization; or a private, public, or state institution of higher education; or a for-profit organization or business with existing or capacity to develop active partnerships with thematic or in-country partners, entities, and relevant stakeholders including private sector partner and NGOs.
DRL reserves the right to request additional background information on organizations that do not have previous experience administering federal awards.
