Description

The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor (DRL) announces an open competition for organizations interested in submitting applications for an applied learning project. The project's overarching goal is for monitoring, evaluation, and learning (MEL) approaches for democracy, human rights, and governance (DRG) programming that incorporate feedback and expertise from the communities and individuals impacted by DRG programming. DRL's goal is to build a portfolio of evidence to further identify democracy, human rights, and labor rights program strategies that are effective. The DRL Evaluation Innovation Fund is an initiative that integrating evidence into program design, implementation, and evaluation in foreign assistance.
Background
The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor (DRL) is offering an open competition for organizations interested in submitting applications for an applied learning project. The project’s overarching goal is to develop monitoring, evaluation, and learning (MEL) approaches for democracy, human rights, and governance (DRG) programming that incorporate feedback and expertise from impacted communities and individuals. DRL aims to build a portfolio of evidence to identify effective democracy, human rights, and labor rights program strategies.

Grant Details
The project seeks to continue building an evidence base that explores and tests rigor of participatory methods across regional and thematic DRG program areas. It will utilize an accompaniment model to engage program practitioners in participatory MEL approaches.

The project will engage community-led civil society organizations to apply participatory MEL which advances program design, implementation, and evaluation. The project will need to engage with a network of participatory evaluators and work with additional partners currently implementing DRG programs across up to three programmatic themes within the DRG space.

Eligibility Requirements
Eligible applicants include U.S.-based and foreign-based non-profit organizations/nongovernmental organizations (NGO), public international organizations, private, public, or state institutions of higher education, and for-profit organizations or businesses. DRL’s preference is to work with non-profit entities; however, there may be occasions when a for-profit entity is best suited.

Period of Performance
The period of performance for the contract is 36 months.
