The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to build capacity for specialized prosecutors, State and Federal financial intelligence units, regulators, and other stakeholders to counter corruption and financial crime related to corruption in sports. The project will seek to create and improve procedures and/or investigative techniques on anti-corruption and anti-money laundering related to sports. In addition, this project will facilitate more effective collaboration between specialized prosecutors' offices, financial intelligence units, sport's governing bodies (e.g. Olympic committee, sports federations), and government agencies that regulate sports and sports betting.

Background
The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State is dedicated to keeping Americans safe by countering crime, illegal drugs, and instability abroad. The mission includes responding to challenges through foreign assistance programs, diplomatic engagement, and policy coordination.

Eligible applicants include U.S.-based non-profit organizations, educational institutions under section 501(c)(3), foreign-based non-profits, and educational institutions. Applicants must have a unique entity identifier (UEI) and valid registration on SAM.gov. Organizations can only submit one proposal but may form consortia with a lead applicant designated.

Period of Performance
The initial project implementation length is 24 months, with an estimated start date in December 2024.

Grant Value
Total funding available is $2,000,000, with individual awards ranging from a minimum of $1,000,000 to a maximum of $2,000,000. Up to two awards are anticipated.

Place of Performance
The primary geographic focus for this grant opportunity is Mexico.
