Description

The Office of International Narcotics and Law Enforcement Affairs of the United States Department of State calls for an open competition for organizations to submit applications to carry out a project to improve and strengthen the institutional capacities of the Colombian National Police (CNP) - Directorate of Health (DISAN) and the Directorate of Veterans and Inclusive Rehabilitation (DIVRI) to provide CNP officers and Colombian military personnel permanently injured in the course of eradication, drug interdiction, rural security, anti-terrorism and anti-drug trafficking operations; access to optimal physical and psychological rehabilitation services (functional and holistic). Additionally, the project design should implement strategies and actions aimed at making wounded and disabled Colombian military and police forces personnel, who have leadership experience in their territories, the main facilitators for providing mobility devices to disabled officers in rural areas. Applicants should expect to work collaboratively with the CNP-DICAR (Rural Police Directorate) to develop brigades, public campaigns and/or community activities that serve to connect wounded Colombian Military Personnel and CNP Officers to appropriate rehabilitative resources.

Background

Grant Details
The project aims to create, develop, and strengthen the capacity of the DIVRI and the CNP to improve and develop functional and holistic rehabilitation services and treatments for CNP officers and Colombian soldiers permanently injured in the course of eradication, drug interdiction, rural security, anti-terrorism, and anti-drug trafficking operations. The project will conduct a needs assessment of CNP regional rehabilitation centers, support CNP/DIVRI in creating strategies to decentralize its provision of services, work with DIVRI to identify needs and note rehabilitation programs that need improvement. Additionally, it will support the Health Directorate and/or Welfare Directorate in providing mobility assistance devices required by officers injured in the line of duty with permanent disabilities. The project will also identify territorial/regional leaders among the population of personnel injured with disabilities in the line of duty to create a collaborative network of support and rehabilitation among peers.

Eligibility Requirements
Eligible applicants include U.S.-based non-profit/non-governmental organizations (NGOs), U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code or section 26 US 115 of the U.S. tax code; Foreign-based non-profits/non-governmental organizations (NGOs); Foreign-based educational institutions. Applicants must have demonstrated experience implementing similar education, civil society engagement, social inclusion, or capacity building programs, preferably in Colombia or Latin America; demonstrate experience with disability population (police and military). Applicants must have existing or capacity to develop active partnerships with stakeholders. Cost share is recommended but not required for this project.

Period of Performance
The initial project implementation length is 24 months with an estimated start date on October 1, 2024. INL may extend the project implementation period contingent on INL priorities, good performance of the recipient, Department of State management approvals, and funding availability. INL projects shall not exceed five total years.

Grant Value
$2,000,000 U.S. Dollars is available for this project with anticipated program start date on October 1, 2024. The award amounts may range from a minimum of $1,750,000 to a maximum of $2,000,000.
