Description

CSEPP is funded under the chemical demilitarization program, a major defense acquisition program executed by the Department of Defense. CSEPP augments the Army's Chemical Materials Activity (CMA), whose mission is to safely store the stockpile by ensuring maximum protection to its workers, the public, and the environment. CSEPP resides within the Technological Hazards Division (THD) of the National Preparedness Directorate of FEMA. FEMA's role is executed through a national office at FEMA Headquarters and the FEMA regional program offices where chemical installations are located.

Background
The Chemical Stockpile Emergency Preparedness (CSEPP) Program is funded under the chemical demilitarization program, a major defense acquisition program executed by the Department of Defense. CSEPP augments the Army’s Chemical Materials Activity (CMA), whose mission is to safely store the stockpile by ensuring maximum protection to its workers, the public, and the environment. CSEPP resides within the Technological Hazards Division (THD) of the National Preparedness Directorate of FEMA. Grant Details
The CSEP Program has supported communities near the U.S. Army depots that store our nation’s stockpile of chemical warfare agents and munitions for 35 years. The program presents a whole community approach to building a culture of preparedness by engaging with government at all levels, communities, individuals, and the private sector, to protect the general public from the unlikely event of a chemical agent accident/incident at one of the Department of the Army’s remaining chemical stockpile sites.
The CSEP Program aligns with and supports the 2022–2026 FEMA Strategic Plan through its own 2019–2024 Strategic Plan and twelve CSEP Program benchmarks. The CSEP Program’s goals and benchmarks contribute to the accomplishment of FEMA Strategic Goal 3: Promote and Sustain a Ready FEMA and Prepared Nation. The CSEP Program also contributes to the National Preparedness Goal by building and sustaining core capabilities within all five mission areas that address risks and vulnerabilities associated with chemical stockpile sites, thereby strengthening community security and resilience.

Eligibility Requirements
The grant recipient(s)/eligible applicant(s) for this grant opportunity include the Government of the Commonwealth of Kentucky. The authorizing authority for this grant is the Department of Defense Authorization Act of 1986, Title 14, Part B, Section 1412, Public Law 99-145 (50 U.S.C. § 1521). There are no cost-share or matching requirements.

Period of Performance
The period of performance for this grant is for an overall period of 60 months, to be allocated among five budget periods.
The award under this NOFO is for budget period five (5), which is for 24 months. Pre-award costs are authorized to be charged to the fourth budget period. Future budget periods are subject to availability of funds, program authority, satisfactory performance, and compliance with terms and conditions.
