ACL intends to award funds for the establishment of one (1) center for independent living in American Samoa to provide, expand and improve the provision of independent living services and support the network of centers for independent living. At a minimum, centers funded by the program are required to provide the following core services: Information and referral; Independent Living skills training;Peer counseling;Individual and systems advocacy; andServices that facilitate transition from nursing homes and other institutions to the community, assistance to those at risk of entering institutions, and facilitate the transition of youth to postsecondary life.The estimated total funding amount to be awarded to establish a center for independent living in American Samoa is $159,762.

Background
ACL intends to award funds for the establishment of one (1) center for independent living in American Samoa to provide, expand and improve the provision of independent living services and support the network of centers for independent living. This program funds Centers for Independent Living to provide services to people with significant disabilities, as authorized by the Rehabilitation Act of 1973, as amended. Centers funded must provide at least the following core services: Information and referral; Independent living skills training; Peer counseling; Individual and systems advocacy; Services that facilitate transition from nursing homes and other institutions to the community, assistance to those at risk of entering institutions, and facilitate the transition of youth to postsecondary life.

Grant Details
The estimated total funding amount to be awarded to establish a center for independent living in American Samoa is $159,762. The funding will be awarded in two 12-month budget periods for a total two-year period of performance. The program requires the center to help people with significant disabilities develop and achieve their independent living goals, promote and practice the independent living philosophy, offer services to people with various types of significant disabilities, increase the capacity of communities within the center’s service area to meet the needs of people with significant disabilities, notify people with significant disabilities who could benefit from services about the client assistance program, conduct aggressive outreach about the center’s services to reach people with significant disabilities who are unserved or underserved by programs under this title.

Eligibility Requirements
Eligible applicants include consumer-controlled, community-based, cross-disability, nonresidential, private nonprofit agencies and the designated state entity under section 724 of the Act. Indian tribal organizations (American Indian, Alaskan Native, Native American), faith-based organizations, LGBTQIA2S+ organizations, and community-based organizations are also eligible. To be eligible for funding, organizations must not currently receive funds under title VII, chapter 1, part C of the Rehabilitation Act or must propose to expand an existing center by establishing a separate complete center. The organization must have legal authority to carry out the purpose of title VII, part C of the Rehabilitation Act and perform specific functions within a community located in American Samoa.

Domestic private non-profit entities including, Indian tribal organizations (American Indian/Alaskan Native/Native American), faith- based organizations, LGBT, and community-based organizations that meet the above eligibility requirements are eligible to apply.Under Section 724 of the Rehabilitation Act of 1973, if no nonprofit private agency for submits an acceptable application, a center may be operated by a State agency, so long as the State agency submits to ACL an acceptable application to operate a CIL. If awarded, the State agency may continue to receive funding each year, as long as there are no nonprofit private agencies that submit acceptable applications in response to the posted CIL Competition NOFO. Foreign entities are not eligible to compete for, or receive, awards made under this announcement. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement.
