procedures for the MQS2-NG solicitation.

Solicitation Procedures

• The MQS2-NG acquisition consists of the concurrent issuance of two

solicitations:
 Solicitation Number HT001522R0014-MQS2-NG- Small Business
 Solicitation Number HT001522R0015-MQS2-NG Unrestricted
• Offerors shall select the MQS2-NG acquisition solicitation for which they

would like to compete and submit an offer in response to that
solicitation number only.

• The submission of more than one offer in response to the MQS2-NG
acquisition solicitation(s) will render the offeror ineligible for award.

Proposal Development

• Offerors may propose on more than one AOR but are NOT

required to propose on all AORs for their selected business size
category.

• Companies shall not participate as a prime contractor or teaming
partner/subcontractor on more than one (1) offer submitted in
response to the MQS2-NG acquisition.

• One contract award per offeror (will include all awarded AORs)

Proposal Submission

• Proposals due 60 days after solicitation issue date
• Proposals will be submitted via the Procurement Integrated Enterprise

Environment (PIEE) Solicitation Module at https://piee.eb.mil
 Proposal Manager Role (required to submit an offer)

Proposal Guidance

• Addendum to FAR 52.212-1

 Provides general guidance for preparing proposals as well as

instructions on the format and required content of the
proposal.

 Read the entire Request for Proposal (RFP), including all

attachments, prior to preparing offer.

Proposal Structure

• Structured into three (3)

separate electronic folders,
by volume number and title:

• Volume I – Administration
• Volume II – Technical

• Volume III – Past
Performance

* Cross-referencing: Each volume shall be
written on a standalone basis so that its
contents may be evaluated with no requirement
to cross-reference to other volumes of the
proposal.

Proposal Formatting

• Electronic Files Format: The proposal shall be submitted in a
format readable by Microsoft (MS) Office Word 2016, MS Access
(for the past performance information tool), and Office Excel 2016,
as applicable.
• Submit portable document format (PDF) documents using Adobe
Acrobat only. DO NOT submit any documents in PDF format that
are copied as “images”. When creating PDF files, the Offeror shall
create the file to enable textual search and copy functions.

Proposal Formatting (cont.)

• It is the sole responsibility of the Offeror to ensure that the
electronic files submitted are virus free.
• Files shall not contain classified data and must adhere to the page
limitations in Table 3.
• Proposal submissions shall not be locked, encrypted, or otherwise
contain barriers to opening.
• The Government will not read any page exceeding the limitation
identified in Table 3, Proposal Organization.
• Some documents are limited to Government specified format

• Failure to provide or omission of any of the identified information

• Ensure the representations and certifications currently posted

electronically have been entered or updated within the last 12 months,
are current, accurate, complete, and applicable to this solicitation
(including the business size standard applicable to the NAICS code
referenced for this solicitation), as of the date of offer

SBA JV Certifications

• Mentor-Protégé Agreements and Joint Venture (JV) Certifications

 Small Business Administration (SBA) must approve the JV certification
documentation prior to proposal due date (see 52.212-1. paragraph 1)

 The Offeror will provide a copy of the SBA-approved JV in Tab 5 of the

Administration Volume (see 52.212-1, Table 3)
