Data Correlation/Fusion Industry Day Instructions
Introduction
The Space Systems Command (SSC) North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) Branch (SZQN) will be fielding a classified Industry Day to solicit solutions on how a contractor can include advanced correlation and geospatial track fusion for the Combatant Commanders Integrated Command and Control System (CCIC2S) system.
Problem Set
SZQN requires low latency, high-fidelity geolocation fused state estimates from multiple data sources (OPIR and radar) for multiple targets; while ensure accuracy of algorithms and fused output with compatibility with current mission. The system needs innovative design for advanced correlation processing with decision support system, attack origination identification, and multi-phenomenally track custody for strategic C2 applications. In addition, the system needs innovative algorithms/processing for improved threated area prediction for emergent threats of Aerodynamically Maneuvering Vehicles including dual/multiple phenomenology behaviors. The algorithms results need to include improved warning and/or tracking of long range hypersonic glide vehicles (HGV) including HGV glide phase detection, de-orbit maneuvers and atmospheric re-entry events. Utilization of simulation tools, in conjunction with various data and models are expected to enable system and subsystem-based integration and validation for new sensors and new users/interfaces even in data-limited situations. The effort is to include characterized new messages across multiple domains at multiple classification levels with the wide range of target kinematic capability through maneuverability variation, sensor error variation, latency analysis, sensor geometry lay down. The intent is to inject new and meaningful data into the advanced correlation and fusion relevant to the NCMC-ITW/AA mission. Architectural design activities in response to the innovations are needed for the comprehensive system engineering efforts to modernize hardware, software and supporting infrastructure of the CCIC2S system. Specific technical innovations are to include but not be limited to purpose built Data Fusion data base with supporting SW, Top Secret System enclave, and multiple emergent threats of the future potentially effecting CCIC2S operational mission value. The system must be scalable & extensible to support changing and evolving mission needs. Software must be developed in a DevSecOps compliant environment using DOD/AF approved software and a potential Government provided CI/CD pipeline. EIA-649 for configuration management standards will be followed.
