1. Specific to Chart #15, request for re-display of Table 1.

Response: Table re-displayed.

2. Will Indefinite Delivery/Indefinite Quantity (ID/IQ) contract be single award?

Response: The presumptive contract framework would allow orders to single prime for execution of all

requirements.

3. Has a multi-award ID/IQ been considered?

Response: Yesthe acquisition strategy has not been finalized.

4. Are Table 1 requirements vetted by Air Combat Command (ACC) (1067) or presentation of future

requirements?
Response: Summary is a combination of both and subject to change.
Is the Original Equipment Manufacturer (OEM) pushing for specific requirements in response to their
internal block upgrade program?
Response: A Block 1 study has been completed in response to a candidate set defined by the

Government. The strategy for execution (in conjunction with ACC) is still evolving.
6. What role do you envision the prime playing in the Capability Upgrades (CU) program?

Response: Market research is evolving and subject to change. Research will determine best means of

industry support to the CU program.

7. Will data rights have any impact to shaping of acquisition strategy?

Response: The impact is still to be determined. The basic Combat Rescue Helicopter (CRH) contract is
still in execution and data has not yet been delivered. Government is interested in industry expression
of data needs to support the CU requirement.

8. Has a ceiling been established for the presumptive contract?

Response: The Government is not prepared to specify a ceiling at this time.

9. Will slides be made available to industry participants?

Response: Yesposted to Government Point of Entry (GPE) sans Chart #15. If Chart #15 is requested,

requests should be submitted to the Procurement Contract Officer (PCO).

10. With respect to current production program, will CU period of performance mirror production timeline?

Response: Unknown at this time. Since production deliveries run through FY26, there is a reasonable

prospect for production cut in and retrofit.

11. Is there any thought towards leveraging Test Center at Tucson for flight verification?

Response: Unknown at this time.
12. Will roll on/off solutions be pursued?

Response: The intent is to maximize integrated solutions.

13. If integrated solutions are designed, what will be the relationship between the presumptive prime and the

OEM?
Response: The programs acquisition strategy is still in fluxmeans of establishing relationships have

not been finalized.

14. If a single prime is selected, will they be directed to specific sources and how will the relationship with the

OEM be defined?
Response: The Government does not intend to employ directed sources.

15. Is the intent for the presumptive prime to have material solutions to all requirements at point of award?

Response: No. Solutions to individual requirements will be pursued at the Delivery Order (DO)-level

and will be defined in DO-level contract documentation.

Development (EMD)/production/CU. The program will incrementally transition to Robins AFB for
product sustainment after system fielding.

Response: The Government is exploring multiple options to ensure data availability.

9. Question: What will be the means to ensure competition is best value vice Lowest Price/Technically

Acceptable (LPTA)?
Response: The CU acquisition strategy is still in flux.

10. Question: Will a requirement for production cut-in limit award to any source other than the OEM?

Response: The CU acquisition strategy will maximize competition across the entire requirement set.
11. Question: Can you elaborate on innovative processes that have been employed to address comparable CU

requirements?
Response: The initial set of CU upgrades were executed under the CRH EMD contract. The Government

is reviewing this implementation and other strategies as elements of the CU acquisition strategy.

12. Question: Do you have any notional or firm requirements for notional upgrades?
Response: Prioritization and sequencing of CU requirements is still in flux.

13. Question: How are any Size, Weight & Power (SWAP) considerations impacting CU requirements

prioritization and sequencing?
Response: Power is not an issueweight is a consideration. All capability enhancements must be
balanced on weight. This issue is the central point of emphasis for integrated vice federated
implementations.

14. Question: Is there a vision as to sensor or sensor suite that will be pursued for Degraded Visual

Environment (DVE)?
Response: A final decision has not been made.

15. Question: What displays and/or controls are anticipated for DVE system?

Response: A final decision has not been made.

16. Question: Unclear as the contracting processwill all be bundled under ID/IQ, will efforts be procured
independently with separate Request for Proposal (RFPs), and will offerings be Government Furnished
Equipment (GFE) for integration?
Response: Acquisition strategy still in flux. Use of GFE, as element of strategy, is still to be

determined.

17. Question: Where does Video Data Link (VDL) fall with Table 1 candidate set?
Response: The current Table 1 is not prioritized and subject to change.

18. Question: What would be advantage of not awarding sole source contract to the OEM since current prime

and HH-60W just beginning production?
Response: Market research will inform acquisition strategy.

19. Question: Will AF provide information from potential suppliers attending Industry Day to potential primes?

Response: The Government will post a summary of all Industry Day attendees on the GPE.

20. Question: How would AF prioritize cost, schedule, and performance?
Response: TBD at this time. Acquisition strategy still in flux.

21. Question: What does AF envision as award criteria for prospective contract?

22. Question: Will AF provide access to Government Software Integration Lab (SIL) for CU development

requirements?

23. Question: For GPS/Anti-jam references in Table 1, what does low cost suggest?

Response: Refers to the ability to counter low-cost GPS Anti-Jamming/Spoofing devices. These

could be either handheld or vehicle mounted portable jamming/spoofing devices

24. Question: Can GPS anti-jam and anti-spoof be broken out as separate capability upgrades given that they

are unique technologies?
Response: The Government will evaluate the need to update the presentation during the acquisition

strategy phase.

25. Question: What will be OEMs role in support of presumptive CU contract?

26. Question: Does AF intend to apply new cybersecurity management provisions into CU contract?
